POLICY

The taking and use of photographic images at and from a rescue incident

The State Rescue Board has recently released a Policy on the taking and use of photographic images at and from a rescue incident. This policy applies to all NSWFB personnel whether or not attached to accredited rescue units.

The State Rescue Board’s policy should be read in conjunction with the NSWFB’s policy on Photographs and videos of dead or injured people published in In Orders 2002/18. The State Rescue Board’s policy is available on the Intranet under State Operations, Rescue.

TRAINING

Inspectors Promotional Program 2005 pre entry test

1. Pre entry test

The 2005 Inspectors Promotional Program (IPP) pre entry test will be conducted over two days on Monday 27 and Tuesday 28 June 2005. The subjects of Administration, Technical and Incident Management will be examined on Monday 27 June and Leadership/Management (UWS) will be examined on Tuesday 28 June 2005.

Entry to the IPP will be accordance with Clause 13.11 of the Crown Employees (NSW Fire Brigades Firefighting Staff) Award 2004.

2. Positions available

A total of sixteen positions will be available on the 2005 IPP. One of those sixteen positions will be a Country Inspectors position. Selection of all candidates will be determined by order of merit based on pre entry test marks.

Note: Country Inspector positions are subject to the provisions of In Orders 2003/8, Guidelines for the allocation of unfilled Country Station Officer and Inspector positions.

3. Pre entry test weighting

The pre entry test is divided into three categories and is weighted accordingly to provide the total pre entry test score of 100% as follows:

Administration and Technical subjects 40%
Incident Management 30%
Leadership/Management (UWS) 30%

4. Mark election policy

Candidates will be eligible to elect to carry over their marks on one occasion only, if the time frame from one pre entry test to the next pre entry test is twelve months or less. Candidates who are eligible must complete the Election to carry over pre entry test marks form. This form must be returned to the Professional Development Unit no later than seven days prior to any pre entry test being conducted.

5. Support for candidates

Station Officers who qualify to sit this pre entry test and have submitted an application which has been officially acknowledged are eligible to attend one of the Information Forums held to assist candidates in their preparation for the pre entry test. Details of these Information Forums will be mailed to candidates who have submitted and received acknowledgement of their application. These sessions will be available on video for the benefit of country candidates who are unable to attend due to their geographical location.

6. Applications

Applicants must hold the rank of Station Officer Level 2 as at 27 June 2005.

· platoon, station/section attached
· contact details, work, home and email addresses
· current postal address (for test and program correspondence), and
· leave status (annual, long service, etc)

Duties: Responsible for coordinating the development, implementation and evaluation of NSW Fire Brigades’ Vocational Education and Training (VET) system, programs and products; and providing a professional VET advisory service to the NSW Fire Brigades.

Selection criteria: Tertiary qualification or equivalent in adult education or similar field. Understanding of contemporary issues and development in VET. Sound knowledge and experience in the development, implementation and review of competency standards, VET educational programs and policy. Extensive experience and understanding of the principles of adult learning and techniques used in workplace training and assessment. Knowledge of quality improvement principles and experience in conducting audits and managing projects preferably in an educational context. Demonstrated ability to work independently and to achieve results within deadlines. Superior level of verbal and written communication, interpersonal and negotiation skills including liaising with both internal and external clients, educational bodies, and other VET providers. Demonstrated computer literacy including MS Word. Common selection criteria also apply.

Public Affairs Officer, Clerk Grade 5/6

Position No: 826019. Sydney CBD but may be located in Sydney suburban area in the future. Temporary full-time position. Total remuneration package valued to $66,168 pa including salary ($54,342-$59,962) employer’s contribution to superannuation and leave loading.

Duties: Work in a small team to deliver consistent quality public affairs, corporate communication services, advice and support across the NSW Fire Brigades. Provide public and media relations on non-incident related matters, on behalf of a Region, to ensure that issues are managed effectively and a positive image is promoted in the community. The position holder may be required to work outside normal business hours.

Selection criteria: Sound experience in media relations and internal communication. Well-developed written and oral communication skills. Experience in managing contentious issues. Strong experience communicating with internal and external audiences. The ability to work in a team. Good analytical, project management and research skills. Demonstrated understanding of the effectiveness of different communication tools, and of communications strategy and principles. Understanding of the NSWFB’s role within the government and community. Common selection criteria also apply.
