OPERATIONS
In 2007 the Australian government
is the host of the Asia-Pacific Economic Cooperation (APEC) forum. APEC is the
premier forum for facilitating growth, cooperation, trade and investment in the
Asia-Pacific region. The 21 member economies include Australia, the United
States of America, the Russian Federation and China.
Between January and September
2007 there are 100 meetings of APEC ministers, officials and business
representatives scheduled around Australia.
APEC Australia 2007TM
culminates in Leaders’ Week from 30 August to 9 September 2007, during which
there will be a series of high level meetings held in Sydney in the lead up to
the APEC Economic Leaders Meeting on Saturday 8 September and Sunday 9
September 2007. For more information

A NSWFB APEC Planning and
Coordination Team has been established to plan and coordinate the NSWFB’s
involvement for APEC Australia 2007 Leaders’ Week.
The team is headed by
Superintendent John Bedford and is co-located with the APEC NSW Police Security
Command within the APEC 2007 Taskforce (a division of Department of Prime
Minister and Cabinet) at 60 Margaret Street, Sydney, email apec@fire.nsw.gov.au.
APEC Concept of Operations and
Operational Management Plans have been developed for NSWFB operations during
the APEC Australia 2007 Leaders’ Week. These plans have been approved by the
Deputy Commissioner Emergency Management.
During APEC Australia 2007
Leaders’ Week, additional NSWFB crews will be staged at locations throughout
the Sydney CBD and at Sydney airport.
There will be four precincts:
· Sydney Airport
Precinct
· Darling Harbour
Precinct
· Bennelong Point
Precinct
· Hotel Precinct
NSWFB Precinct Commanders will be
appointed to these precincts. They will be responsible for the activities of
the NSWFB inside precincts and venues, including fire calls and other
responses. In addition, the NSWFB will
support the NSW Police Protective Operations Unit.
APEC-specific training will be
provided to personnel operating in APEC venues, in motorcade units and at APEC
Support Stations. This training will include venue familiarisation,
APEC-specific training, skills maintenance and cross training for NSWFB
Commanders with Police Commanders and Ambulance Commanders.
NSWFB logistics and
administrative functions for NSWFB APEC personnel will be managed by the
Brigades’ APEC Coordination Centre (BACC), at the State Training College at
Alexandria.
The Sydney Communication Centre
will maintain its usual response coordination role during APEC Leaders’ Week
for all incidents outside the APEC Precincts footprint.

In early February, the NSWFB
Fleet Management Unit sent registration labels for the 2008 year to all areas
allocated minor fleet vehicles and trailers
All Station Commanders and
supervisors must check that they have a current registration label for each allocated
vehicle. The label must be affixed to
the vehicle in accordance with the directions and the old registration label
removed.
Any driver of a minor fleet
vehicle or trailer that has not received a new label to replace the existing 15
Feb 2008 expiry label should contact the Fleet Management Unit immediately.

Fringe
Benefit Tax reporting for minor fleet vehicles
In order to comply with
Australian Taxation Office requirements for Fringe Benefits Tax reporting the
speedometer reading for all minor fleet vehicles must be recorded as at 31
March each year.
If a vehicle is not used on 31
March 2007, the speedometer reading at the conclusion of the last journey prior
to 31 March 2007 must be recorded.
It is essential that all minor
fleet vehicles’ running sheets for the week including 31 March are submitted
promptly to ensure that the kilometre readings are entered onto the relevant
database as a matter of priority.
This instruction does not apply
to the drivers of SES or packaged vehicles who provide this information
separately.

Station Officers and Firefighters
attached to fire stations in the greater Sydney area are invited to apply for

Note: The accreditation
process for APEC Australia 2007 requires that an Australian Federal
Police and an ASIO check be conducted on all staff working at APEC Australia

Unit.
2.1 A contingent of Station Officers and
firefighters will be required to staff the APEC Precincts to provide fire and
emergency services during APEC Australia 2007 Leaders Week from 30 August to 10
September 2007.
2.2 Each APEC Precinct will have different
staffing levels during Leaders Week depending on the precinct size and risk
assessment.
3.1 An information package detailing all
requirements for the position can be obtained by emailing apec@fire.nsw.gov.au.
3.2 Applicants must complete
the application form contained in the information package.
3.3 The NSWFB’s APEC Planning and
Coordination Office will acknowledge all applications.
4.1 All applicants who meet the requirements
in the information package will be of equal standing and final selection will
be determined by ballot. Staff with
special qualifications such as Hazmat and Rescue may be required for specific
venues.
4.2 There will be no appeal or review
process. Applicants will be notified in writing of their success or otherwise.
4.3 An eligibility list identified by ballot
will be established of suitable applicants to facilitate any change in staffing
requirements or change in availability of selected staff.
4.4 Applicants who transfer to an Operational
Support or other specialist position from the time their application has been
approved to the conclusion of APEC Australia 2007 will be deemed ineligible for
work duties at APEC Australia 2007.
4.5 Final selection will be subject to a
Federal Police and ASIO security clearance for accreditation by APEC Australia
2007.
It is anticipated that training
for the Fire and Emergency Service Protection (APEC Australia 2007) crews will
be conducted during May, June and July 2007.
