The Delegations Manual has been updated to incorporate:
· delegations for the Assistant Director Capability Development, Assistant Director Employee Relations and Assistant Director Health and Safety
· delegations for the Assistant Director Operational Logistics and the Equipment Development Officer
· changes to delegations for commencing rates of pay
· additional delegations for Health Services Group staff
· a financial delegation for Training Centre Managers, and
· additional financial delegations for the Manager Strategic Information Services
The latest version of the Delegations Manual is available on the Intranet.
In line with the Information distribution policy in In Orders 2004/21, the Delegations Manual is no longer distributed in hard copy. Users should always check the electronic version on the Intranet for up to date information.
For enquiries about the policies and procedures relating to a delegation, contact your supervisor. If questions remain, the manager of the section responsible for the policy or procedure should be contacted. For example, personnel issues are handled by Human Resources Managers, the Manager Employee Services and the Assistant Director Operational Personnel. Finance issues are the responsibility of Regional Finance Managers and the Finance Branch in Head Office.

Applications are invited from eligible Senior Firefighters wishing to sit for the Entry Test for the 2007 Station Officers Promotional Program. The Entry Test will be conducted on Thursday 16 November 2006.
Each program will run for a nine week period. selection of candidates will be determined by order of merit based on Entry Test marks. There will be 80 candidates selected for the 2007 Station Officers Promotional Programs.
To be eligible for the test, Senior Firefighters are required to have three years service at that rank by the date of the Entry Test, and to have successfully completed the following modules:

Applicants must also comply with Sub Clause 14.8 in Clause 14 of the Crown Employees (NSW Fire Brigades Firefighting Staff) Award 2005. A firefighter performing the duties of an operational support position must complete the Operational Support Service Record form and submit it with their application.
4. Mark
election policy
Candidates will be eligible to elect to carry over their marks on one occasion only provided the timeframe from one Entry Test to the next Entry Test is twelve months or less.
Candidates who are eligible to carry over their marks must complete the Election to Carry Over Entry Test Marks form. This will be sent to candidates with the Acknowledgement for receipt of their Application and must be returned to the Professional Development Unit seven days prior to the Entry Test being conducted.
Applications must be in report form and include the following information:
· Service number, rank and full name
· Platoon, station/section attached to
· Contact phone number
·
Date of
promotion to Senior Firefighter and the number of the In Orders in which it was
published
· Transcript of Academic Record for completed modules (photocopy certified by NSWFB Officer with the words ‘true copy of original document’)
· Current postal and email address (for course correspondence)
· Leave status (annual leave, long service leave etc).
Senior Firefighters who have applied and qualify to sit the Entry Test are eligible to access an electronic forum via GroupWise to assist candidates in their preparation for the Entry Test. Details of electronic forums will be emailed to candidates who have submitted and received official acknowledgement of their application.
All candidates will be mailed information on the Entry Test process before the Entry Test takes place.

· Highly developed strategic planning, analytical and problem solving skills, with expertise in all aspects of fire and emergency service operations, emergency and disaster prevention, preparedness, response and recovery.
· Thorough understanding of contemporary technologies and systems as deployed in fire and hazard protection, telecommunications and information management.
· A high level understanding of risk management principles and business continuity planning, including both national and international developments, and their application to an emergency services environment.
· Thorough understanding of capital works, budget and procurement management requirements of the public service.
· Executive management skills, including demonstrated record of change management and superior business, industrial relations and political acumen.
· Ability to represent the NSW Fire Brigades at a strategic level with stakeholders, industry, the community and government.
· High level communication and negotiation skills in dealing with other government agencies, emergency services and industry, including those relating to sensitive political and industrial relations issues.
· Tertiary qualifications in a relevant technical and/or managerial field, preferably at the post-graduate level or equivalent experience.
