POLICIES

Consumption of alcohol on NSWFB premises

 

This instruction rescinds In Orders 1998/25, Consumption of alcohol on NSWFB premises.

1.    Introduction

 

The use of alcohol and other drugs in the workplace poses a risk to the health and safety of the community and to employees.

NSWFB employees must not commence duty whilst under the influence of alcohol or, whilst on duty, consume any alcohol on NSWFB premises.

2.    Consumption of alcohol at sanctioned functions

 

The consumption of alcohol on NSWFB premises may be permitted at special functions.

On duty employees may attend the function but are not permitted to consume alcohol under any circumstance whilst they are on duty.  Any employee who consumes alcohol whilst on duty may be the subject of disciplinary proceedings.

3.    Approval to consume alcohol at sanctioned functions

 

The appropriate Zone Commander/Manager responsible for the station/facility at which the sanctioned function is to be held is the responsible person for approving the consumption of alcohol at the function.

Approval is conditional on the submission of a written request to hold the function on NSWFB premises.

Provision of information to Members of Parliament

 

This instruction rescinds In Orders 1996/6, Provision of information to Members of Parliament, and In Orders 1996/16, Members of Parliament visiting fire stations.

1.    Introduction

 

It is accepted custom and practice in New South Wales that Members of Parliament and/or their staff contact the appropriate Minister or Minister’s staff when seeking information on particular issues.  Alternatively, a written request is made to the head of the Agency concerned.

 

Similarly, requests by Members of Parliament to undertake inspections of Government organisations or facilities such as fire stations, gaols, schools, etc, should be the subject of an official request to the Minister.

2.    Requests for information or to visit the NSWFB

 

If you are contacted by a Member of Parliament, irrespective of political affiliation:

 

*     with an oral request for information, or

*     with a request to visit NSWFB premises or a NSWFB event

 

inform the Member of Parliament that their request will be relayed to the Minister’s office which will make contact with the Member.

 

Advise your supervisor immediately.  Your supervisor must advise their Zone Commander/Manager, who will contact the Minister’s office on (02) 9228 3999.

 

All written requests for information or visits must be immediately referred to Manager Corporate Administration and Executive Support at Head Office, who will liaise with the Minister’s office.

RESTRUCTURE

Implementing the operational restructure in the finance system

1.    Introduction

 

With the operational restructure now well advanced, the SAP Project Team has begun the process of implementing and representing the new financial reporting hierarchy within the finance system (SAP). The process began on 30 October 2006 and will conclude with a Go Live on 4 December 2006.

2.    SAP finance system shutdown

 

The SAP finance system will be shutdown between 1700 hours on 28 November and 1200 hours on 4 December 2006, to allow the Team to implement the new cost centre and functional area structure.

 

During the shutdown SAP-generated purchase orders, period orders, invoicing, receipting, reporting, cheque and EFT payment generation will not be available. However, to maintain essential financial services during the period, the following (summarised) contingency arrangements will be in place before and during the shutdown (for a full explanation please refer to SAPNEWS #13).

3.    Contingency arrangements

3.1   Purchase orders

 

If an emergency situation occurs that requires a purchase order, a manual Local Purchase Order (LPO) should be issued. The issuing officer should ensure the yellow copy is promptly forwarded to the appropriate SAP data capture processing section.

 

Requests for Purchase Orders (RPOs) will not be processed until 4 December 2006.

3.2   Petty cash

 

All monthly recoups must be received by the Head Office Finance Branch by close of business on Friday 24 November 2006 to allow for processing and timely reimbursement of petty cash floats.

3.3   Urgent manual cheques to vendors, or for salary and wage payments

 

If an urgent need arises, all requests should be directed to the Manager Financial Accounting, George Ayoub, on ext 2844, the Senior Finance Officer or the Supervisor, Accounts Payable, Annie Chin, on ext 2910.

 

The final cheque/EFT run will be processed on 28 November 2006.

3.4   GCard

 

GCard purchases will not be affected by the shutdown.

4.    Implementation of new financial reporting hierarchical structure - 4 December 2006

 

From 1200 hours on 4 December 2006, SAP Users and Cost Centre Managers should use the new financial reporting hierarchal structure, ie the new Cost Centres, Functional Areas, etc. A spreadsheet showing the new structures is available on the Intranet under Finance and Admin> Finance> General ledger code reference documents> Cost Centres and Functional Areas - effective 1 December 2006 The spreadsheet has four worksheets:

 

*     NSWFB Structure 01.12.06 - lists all of the Cost Centres and Functional Areas under the new structure.

*     Deleted CCs - lists all the Cost Centres and Functional Areas deleted as a result of the new structure.

*     New CCs - lists all the newly established Cost Centres and Functional Areas created as a result of the new structure.

*     Restructure Changes - lists all the changed/transferred Cost Centres and Functional Areas as a result of the new structure.

5.    Historical data

 

There will be no historical transactional data in SAP for the new structure. In the new structure, only monthly balances from 1 July 2006 to will be available.  For detailed data for 1 July 2006 to 1 December 2006, refer to the previous  Functional Areas and Cost Centres.  Future editions of SAPNEWS will have more information on this issue.

 

Detailed transactional data captured after 1 December 2006 will available in the usual format in the new structures.

6.    Related systems

 

All branches/areas using subsidiary legacy or periphery systems that rely on SAP financial data must now adjust and align these systems to the new structures. This process should be advanced as rapidly as possible so as to be ready for the Go-Live on 4 December 2006.

7.    Chart of Accounts

 

There are no changes to Chart of Accounts (COA) numbers.

New standardised subject and station file prefixes

1.    Purpose

 

As a consequence of the Operational Restructure it is necessary to change the format for prefixing NSWFB official files to match the new organisational structure and to provide a standardised prefixing nomenclature across the NSWFB that will continue to meet our needs into the future.  The prefix selected, NFB, denotes the N in NSW the F in Fire and the B in Brigades. This instruction details how the new file prefix format will operate.

2.    Application

 

These changes apply to Emergency Management Division, Specialised Operations, Human Resources, Finance and Administration, Strategy and Planning, Information Technology, Executive, Area Office and Zone Office subject files. Logistics, Risk Management, Communications, ComSafe and personal files are not affected.

3.    Operation

 

These new prefixes will apply to the following files from 1 January 2007.

4.    Centralised file creation

 

All new subject and station files will be created in Head Office Records Section and forwarded to the requesting office.

 

Retained personal files will continue to be created by the Zone Administration Officers.

5.    New file cover colour

 

Files with the NFB prefix and the files for new fire stations with the STN prefix will have a standardised folder colour:  white with black printing and a ‘fire engine’ red border.

 

When a new part is requested for an existing fire station file the STN prefix and new colour will be used and replacement covers will be created for all existing parts.

GENERAL

Critical Incident Support Program - recruitment of new members

 

NSW Fire Brigades employees (firefighting, administrative and trades staff) are invited to submit an expression of interest (EOI) to become a Peer Supporter in the Critical Incident Support (CIS) Program.  We are seeking approximately 45 new Peer Supporters across the State.

 

The CIS Program is comprised of the Manager Critical Incident Support, Peer Supporters, the NSWFB’s Chaplain and contracted consulting psychologists. The CIS Program’s overall goals are to:

*     provide information and education about the effects of critical incident stress, and

*     provide a range of critical incident support services to personnel as required.

 

The CIS Program aims to be representative of the NSWFB in its entirety.  We are looking for employees with at least five years service in the NSWFB, or similar experience, or relevant qualifications.

Conditions of service - Peer Supporter

1.    All time given is voluntary.

2.    An initial four-day training and assessment program is to be undertaken.

3.    Attendance at team meetings and skills maintenance is required throughout the year.

4.    Peer Supporters must be willing to be available for CIS interventions/activities.

5.    Peer Supporters are responsible to the Manager Critical Incident Support.

Christmas/New Year Period 2006/07

 

The following arrangements are to apply over the Christmas and New Year period.

 

As set out in Premier’s Memorandum M2006-13, Christmas leave arrangements, issued on 6 September 2006, officers and s27 departmental temporary employees not involved in the delivery of front line services are encouraged to take leave in the last week of December 2006 and the first week in January 2007 wherever possible, and in accordance with current industrial instruments.

Public Holidays

 

The Christmas and New Year public holidays for New South Wales will be observed on the following dates:

 

      Monday 25 December 2006 Christmas Day

      Tuesday 26 December 2006      Boxing Day

      Monday 1 January 2007   New Year’s Day

Public Service Holidays

 

All staff employed under the Public Sector Employment and Management Act 2002 who are not entitled to a union picnic day are eligible to take the Public Service Holiday. The Commissioner has determined that the most appropriate day for eligible staff in the New South Wales Fire Brigades to take this holiday is Wednesday 27 December 2006.

 

To ensure that services to the public remain available, it may be necessary to direct some staff to work on that day. Usually, any staff so directed are entitled to be absent on either Thursday 28 December or Friday 29 December 2006.

 

Employees directed to work on all working days between Boxing Day and New Year’s Day are entitled to a day off in lieu to be taken sometime in the current settlement period but as close to the Christmas/New Year holiday as possible, as specified in the scenarios below:

 

1.    If an employee is directed to work on Wednesday 27 December, Thursday 28 December and Friday 29 December 2006 such employee will be entitled to a day off in lieu to be taken sometime in the current settlement period but as close to the Christmas/New Year holiday as possible for the day determined as the public service holiday, that is, Wednesday 27 December 2006.

 

2.    If an employee is directed to work on Wednesday 27 December and Thursday 28 December 2006 and takes the half day concessional leave on Friday 29 December 2006 such employee will be entitled to a day off in lieu to be taken sometime in the current settlement period but as close to the Christmas/New Year holiday as possible for the day determined as the public service holiday, that is, Wednesday 27 December 2006.

 

3.    If an employee takes his/her public service holiday entitlement on Wednesday 27 December 2006 (or in lieu of the Wednesday either Thursday 28 December or Friday 29 December 2006) then there is no entitlement to a day off in lieu.

Concessional leave

 

All staff who are employed under the Public Sector Employment and Management Act 2002 may be granted concessional leave on the afternoon of Friday 22 December 2006 or the afternoon of Friday 29 December 2006. Concessional leave is subject to all offices and branches being kept open on both days until normal closing time, with adequate staffing to meet all public requirements.

 

As in the past, the leave will commence at 1200 hours for employees working on standard time. However, in those cases where employees work flexible hours:

 

*     if full-time, they must complete 3.5 hours duty before they are eligible for the concession;

*     if part-time, they should work half their normal daily hours. In the case of part-time staff, the concession is only available to staff who normally work on the days in question.

 

For a member of staff to be entitled to the concession on the afternoon of Friday 22 December 2006 or the afternoon of Friday 29 December 2006, they must have been on duty on the morning of that day and worked 3.5 hours. The concession cannot be combined with any other form of leave.
