This instruction rescinds In Orders 1997/23, Memorandum of Understanding between NSW Fire Brigades and Rural Fire Service.
The Minister for Emergency Services has endorsed the Fire Services Joint Standing Committee’s revised Memorandum of understanding between the NSW Fire Brigades and the NSW Rural Fire Service.
The revised memorandum of understanding is available on the Intranet under State Operations. It provides an overall framework for cooperation and joint operations involving both fire services.

The NSWFB has produced an Operational guide to the Incident Crew Management System.
As described in In Orders 2004/22, Incident Crew Management System, the Incident Crew Management System (ICMS) is used to identify everyone who has entered an incident scene and record where they are working. The ICMS enables the Incident Controller to conduct regular checks to ensure that everyone on the scene can be located.
The operation of the ICMS is described in Standard Operational Guideline 1.13 and is designed to work with the Incident Control System and Breathing Apparatus Control System.
The purpose of the Operational guide to the ICMS is to:
· assist NSWFB personnel in understanding the operating principles of the ICMS
· provide NSWFB personnel with a learning resource for the ICMS
· improve firefighter safety at incidents and training exercises, and
· ensure the safety of non-operational personnel at incidents and training exercises
All operational personnel must make themselves familiar with this manual. Station and Operational Commanders should incorporate this topic in combined station training drills and the Station Training Program.
Organisation-wide implementation of the ICMS will progressively occur as passports for personnel are produced on a zone by zone basis. The Operational guide to the ICMS is initially being issued only to zones where operational personnel have been issued with ICMS passports. These zones are:
West 1 Parramatta
West 2 Huntingwood
West 3 Katoomba
West 6 St Andrews
South 1 City of Sydney
South 2 Kogarah
South 3 Wollongong
South 6 Ashfield
North 1 and 2 Crows Nest
North 3 Newcastle
North 4 Maitland
North 7 Wyong
Initial issue will commence in November 2005. A single copy of the Operational Guide to managing the ICMS will be personally addressed and delivered to operational personnel at stations. Personnel in these zones who are yet to be issued with an ICMS passport must follow the instructions being mailed to personnel as part of the initial implementation.
In the remaining zones, Operational guides will be issued when the passports are issued.
An electronic version of the publication is also available on the Intranet under State Operations.
Recruit and Retained Firefighters issued with ICMS passports must be issued with a copy of the manual in accordance with the following procedure.
The Manager Recruit Training is responsible for ordering and issue of the manual to all permanent Recruit Firefighters at the State Training College.
Station Commanders involved in the recruitment of Retained Firefighters are responsible for ordering and issuing ICMS passports and manuals when issuing initial uniform supply.
The Operational guide to the ICMS has been
included in the Corporate Stationery Contract with the printers SALMAT. All
stations are to make note of the details listed below and include the
information in their Supply Catalogue.
The Electronic Supply Catalogue (ESCAT) will be
updated accordingly.

To assist in the collection of ICMS tags, an ICMS log sheet has been developed for recording the disposition of personnel and appliances at an incident or training exercise.
The Operational guide to the ICMS provides further information on the use of this sheet.
As part of the implementation plan, pads of 25 ICMS log sheets are being distributed to Zone and Operational Commanders for placement on their response vehicles.
The ICMS log sheet has been included in the
Corporate Stationery Contract with the printers SALMAT. All Operational and
Zone Commanders and stations are to make note of the details listed below and
include the information in their Supply Catalogue.
The Electronic Supply Catalogue (ESCAT) will be
updated accordingly.
