This instruction rescinds In Orders 1985/28, Noise abatement safeguards for firefighting personnel.
When testing audible warning devices on NSWFB vehicles all care must be taken to ensure that no-one in the workplace or immediate vicinity is exposed to excessive levels of noise.
Under no circumstances are audible warning devices to be tested where there is a likelihood that the testing could impact on unprepared people. It is the responsibility of the person who is about to test an audible warning device to ensure that everyone is protected in accordance with the following procedure.
The following procedure must be followed:
1. Warn everyone in the workplace or its immediate vicinity that a test is about to be conducted.
2. Ensure hearing protection, eg earmuffs, is worn by all personnel and bystanders in the immediate vicinity.
3. Where possible, test vehicles in an open space and not inside premises.
4. Sirens must not be tested in the engine bay of a station.
4. Minimise the duration of the test.
5. Long duration testing may only be conducted by Service Technicians in designated areas.
6. Service Technicians may muffle the siren/horn speaker when testing.

This instruction amends section 4, Issue, of In Orders 2003/10, Mess dress uniform.
4.1 Officers holding the rank of Inspector and above are eligible to be issued mess dress uniform.
4.2 Inspectors promoted to the rank of Superintendent or appointed to the position of Country Inspector, who have not previously been issued with mess dress, will be issued with the uniform following their promotion or appointment.
4.3 Issue of mess dress uniform to Inspectors other than in 4.2 is on an ‘as needs’ basis.
4.4 Officers of the rank of Station Officer may, if they wish, purchase a mess dress uniform at their own expense.
4.5 A Station Officer who purchases a mess dress uniform at their own expense and who is subsequently promoted to the rank of Inspector will be reimbursed for the cost of that uniform subject to the submission of a written report and the provision of receipts.

Stationery, and In Orders 2005/18, Dynamic Risk Assessment Manual.
Dynamic Risk Assessment for Operations: The Safe Person Concept was issued to all operational personnel in July 2005. It is also available on the Intranet. All operational personnel are to make themselves familiar with this Manual.
The Dynamic Risk Assessment Manual reinforces the NSWFB’s Risk Management Policy at a tactical level by promoting the risk assessment methodology at incidents and training exercises. It assists operational personnel to meet the occupational health and safety requirement to conduct risk assessments at incidents and training exercises, particularly where a Safety Officer has been appointed.
To assist Safety Officers, the NSWFB has produced a series of Dynamic Risk Assessment Worksheets for use at the following types of incidents:
· structure fires
· hazardous material incidents
· rescues
· urban search and rescue operations
· bushfires/hazard reductions, and
· confined space operations.
The risk assessment worksheets are printed on waterproof paper and can be used with a standard ball point pen in inclement weather. The six different risk assessment sheets should be stored in a folder and kept on the primary response appliance at fire stations and on response vehicles for Senior Officers. An appropriate storage folder can be purchased from a local stationery supplier.
Clause 7 of Standard Operational Guideline 1.6, Safety Officer lists the responsibilities of Safety Officers including:

assisting with,
or conducting an operational risk assessment, completing an appropriate risk
assessment form and communicating this information to the IC
·
assessing, monitoring
and providing a risk assessment on hazards likely to affect the safety, health
and welfare of personnel
·
advising the IC on all aspects of safety and risk
management.
When a Safety Officer is appointed, the Incident Controller must now ensure that the Safety Officer:
· conducts a comprehensive risk assessment of the incident,
· confirms correct implementation of relevant operational procedures to ensure firefighter safety,
· documents their findings on the appropriate risk assessment worksheet, and
· advises the Incident Controller on identified risks and control measures implemented or required.
The Safety Officer should seek advice from appropriate onsite or specialist personnel, if available.
Risk Assessment Worksheets will be delivered to all fire stations and Zone offices in the next few weeks.
Fire stations and Zone offices that do not receive a copy by 16 December 2005 may requisition a copy.
The Risk Assessment Worksheets have been included in the Corporate Stationery contract with SALMAT. Replacement and additional worksheets can be obtained from SALMAT using the instructions below. These instructions can also be found in the Electronic Supply Catalogue (ESCAT).

The New South Wales Fire Brigades and the New South Wales Fire Brigade Employees’ Union have agreed to simplify a number of allowances, including qualifications allowances, that are listed in Table 3 of the Crown Employees (NSW Fire Brigades Firefighting Staff) Award 2005 (the Permanent Firefighters’ Award). Application to vary this Award will be made in the near future, however, in the interim, the following provisions will apply on an administrative basis from the date of this In Orders.
Many of the current allowances are provided for on a per shift basis, necessitating the entry on timesheets for each shift. The process has been simplified by withdrawing some allowances, introducing new ones, and changing the payment arrangements on others, to a weekly, rather than shift, basis.
The purpose of simplifying the allowances listed below is to
minimise the time taken by firefighters to fill out timesheets and the time
taken for data entry into the payroll system, while also removing any inequity
in the superannuation treatment of the allowances.
The new Table 3 allowances are listed below, and will replace the current Table 3 in the Permanent Firefighters’ Award from the pay period commencing on 25 November 2005:

current rates of pay, will maintain those allowances. For all future appointments
to Operational Support positions, those employees will not receive any such

Effective immediately, all new staff employed by the NSWFB as Retained Firefighters are required to attend Stage 1 and Stage 2 of the Recruit Retained Training Program. This program must be completed within six months of commencing employment as a Retained Firefighter.
Recruit Retained Firefighters are to wear recruit shoulder insignia epaulettes until all requirements of Stage 1 and Stage 2 Recruit Retained Training Program are completed.
Stage 1 of the program is a four day training course that is conducted at NSWFB Training Centres.
Recruit Retained Firefighters are not to respond to incidents until all Stage 1 course requirements have been completed.
On meeting all Stage 1 requirements, Recruit Retained Firefighters are able to respond to incidents.
Stage 2 of the program is a two day training course that is conducted at NSWFB Training Centres and must be completed within six months of commencing employment as a Retained Firefighter.
On meeting all requirements of the Recruit Retained Firefighter Program, Retained Firefighters are to remove recruit shoulder insignia epaulettes.

The following arrangements apply over the Christmas and New Year period.
The Christmas and New Year public holidays for New South Wales are:

All staff employed under the Public Sector Employment and Management Act 2002 who are not entitled to a union picnic day are eligible to take the public service holiday. The Commissioner has determined that the most appropriate day for eligible staff to take this holiday is Wednesday 28 December 2005.
To ensure that services to the public remain available, it may be necessary to direct some staff to work on that day. Usually, any staff so directed are entitled to be absent on either Thursday 29 December or Friday 30 December 2005.
Employees directed to work on all working days between Boxing Day and New Year’s Day are entitled to be paid overtime at the ‘public holiday’ rate (to a total of double time and a half) for work performed on the day determined as the public service holiday in accordance with the Crown Employees (Public Service Conditions of Employment) Award 2002, as specified in the scenarios below:
1. If an employee is directed to work on Wednesday 28 December, Thursday 29 December and Friday 30 December 2005 such employee will be entitled to overtime at the ‘public holiday rate’ for the day determined as the public service holiday, that is, Wednesday 28 December 2005.
2. If an employee is directed to work on Wednesday 28 December and Thursday 30 December 2005 and takes the half day concessional leave on Friday 30 December 2005 such employee will be entitled to overtime at the ‘public holiday rate’ for the day determined as the public service holiday, that is, Wednesday 28 December 2005.
If an employee takes their public service holiday entitlement on Wednesday 28 December 2005 (or in lieu of the Wednesday either Thursday 29 December 2005 or Friday 30 December 2005) then no overtime is payable.
All staff who are employed under the Public Sector Employment and Management Act 2002 may be granted concessional leave on the afternoon of Friday 23 December 2005 or the afternoon of Friday 30 December 2005. Concessional leave is subject to all offices and branches being kept open on both days until normal closing time, with adequate staffing to meet all public requirements.
As in the past, the leave will commence at 1200 hours for staff working on standard time. However, in those cases where staff work flexible hours:
· if full-time, they must complete 3.5 hours duty before they are eligible for the concession
· if part-time, they should work half their normal daily hours. In the case of part-time staff, the concession is only available to staff that normally work on the days in question.
For a member of staff to be entitled to the concession on
the afternoon of 23 December 2005 or 30 December 2005, they must have been on
duty on the morning of that day and worked 3.5 hours. The concession cannot be
combined with any other form of leave.

All permanent firefighters who have an entitlement in terms of subclause 6.4 of Clause 6, Rates of pay and allowances, of the Crown Employees (NSW Fire Brigades Firefighting Staff) Award 2005 will be credited with 8 hours leave for each of the two days. That is, all eligible permanent firefighters working the 10/14 Roster, Back to Back Roster or Special Roster will be entitled to 16 hours leave.
This leave will be credited to eligible firefighters’ consolidated leave balances. However personnel wishing to avail themselves of this leave may not do so until after the date to which the leave credit is applicable.
