This instruction rescinds In Orders 1993/13 Occupational health and safety training strategy.
The New South Wales
Fire Brigades (NSWFB) is committed to maintaining and improving occupational
health, safety and welfare, and reducing the incidence and severity of
workplace accidents, injuries and illnesses. Due to the importance of training
for occupational health and safety (OHS), the OHS Policy Steering Committee
convened an OHS Training Strategy Working Group to review the NSWFB’s OHS
training requirements, priorities, methods and available resources.
As a result of this
process, an OHS Training Plan was developed. The plan details the type of OHS
training currently being provided to staff, delivery methods and areas
responsible for the training.
Officers and managers
should contact the Health and Safety Branch with reference to the planning and
implementation of OHS training under this instruction.
Recruit Permanent Firefighters - receive a two hour OHS induction program as a component of their 16 week recruit training program which is aligned with national competencies. This program is developed and presented by Health and Safety Branch (HSB) staff.
Recruit Retained Firefighters - OHS is an integrated element of the retained recruit induction training program which is aligned with national competencies. Senior Instructors deliver this training, and HSB staff provide a quality assurance role for the OHS content of the program.
New Administrative and Trades Staff - the induction manuals for administrative and trades staff include information on OHS. HSB staff provide a quality assurance role for the OHS content of these manuals.
Safety Representatives - receive OHS Consultation training via the NSWFB intranet. This is an interactive, self paced e-learning program currently being developed. It will be maintained by HSB staff with assistance from IT Training staff.
OHS Committee members (Logistics Support staff) - receive the four day NSW WorkCover OHS Consultation course, delivered by NSW WorkCover accredited trainers.
Station Officers Promotional Program (SOPP) - SOPP participants receive a one day OHS session to address the competencies required in their key role in the NSWFB’s OHS management system. This session is delivered as a component of the SOPP, and it is developed and presented by HSB staff.
Inspectors Promotional Program (IPP) – IPP participants receive a one day OHS session to address the competencies required in their key role in the NSWFB’s OHS management system. This session is delivered as a component of the IPP, and it is developed and presented by HSB staff.
Captains Conferences - an OHS session is available for Captains to receive as part of a Captains Conference, to enhance the competencies required in their key role in the NSWFB’s OHS management system. HSB staff develop and present the OHS session.
The OHS Policy Steering
Committee will review and update this training plan on a regular basis.

The office of the Zone Commander West 6 has moved from Region West Office at Harris Park to St Andrews: a more central location for managing Zone West 6.

Duties: Manage the economic
appraisals for the NSWFB Strategic Capital Programs. Carry out performance
reviews to support improved service delivery outcomes, operational and
corporate efficiency and effectiveness.
Selection criteria: Substantial knowledge
of economics, planning and evaluation processes with particular emphasis on the
analysis of capital projects. Demonstrated involvement in the development of
economic appraisals. Ability to apply performance evaluation strategies.
Demonstrated project management skills and experience managing complex projects
and achieving desired outcomes. Demonstrated superior written and oral
communication, liaison, negotiation and interpersonal skills. Tertiary qualifications
in economics, planning and/or public policy. Common selection criteria also
apply.
Note: This position is a
temporary appointment under Section 27 or Section 86 of the Public Sector
Employment and Management Act 2002 for a period of up to 24 months.

In accordance with In Orders 1998/24, headed Firefighters, Station Officers and Inspectors – Long service leave applications procedures – peak holiday periods, long service leave applications for periods that fall into peak holiday periods in 2006/07 are now called for from Inspectors, Station Officers and Firefighters.
The following dates for the year 2006/07 are classified as peak periods and are subject to the procedures described in In Orders 1998/24:

Personnel who have already submitted applications for long service leave that include the above periods will be placed in the ballot as defined in In Orders.
The ballot system and the related six weeks
application periods for peak periods will not apply to firefighters who are
seeking ‘extended’ periods of long service leave. For the purpose of this In Orders, ‘extended’ means any period in
excess of two consecutive months on full pay or four consecutive months on half
pay.
