This instruction rescinds In Orders 2003/15, Rescue call offs.
Firefighters attending rescue incidents involving the response of an accredited rescue unit are reminded that the State Rescue Policy (Part 1 – General Sect: 1.29) states:
The Police Coordinator at the scene of a rescue incident is responsible
for calling off units from rescue incidents.
NSWFB personnel on scene at a rescue incident do not have the authority to call off responding accredited rescue units, including those from the NSWFB. In instances where there is no NSW Police Officer on scene, the Incident Controller can recommend that the responding rescue unit be called off.
In these circumstances, the Incident Controller should inform the relevant Communication Centre (ComCen) of such a recommendation along with the reasons for the recommendation. The ComCen will then contact the NSW Police Rescue Coordinator. The NSW Police Rescue Coordinator will then assume responsibility for calling off the responding rescue unit based on information from the NSWFB Incident Controller.
When recommending that an accredited rescue unit be called off, the Incident Controller should consider the following:
Occupants of motor vehicles involved in accidents, while not physically trapped, may be confined as a consequence of injuries; therefore the responding rescue unit may be required to attend to provide support or access for Ambulance officers on site.
Appropriate consultation with other emergency service personnel should take place before recommending the call off of a responding rescue unit.
If any doubt exists relating to whether a person is trapped or confined by injuries, the rescue unit should be allowed to continue its response to the incident.

This instruction rescinds In Orders 2003/15, Rescue category ‘medical access emergency’.
A medical access emergency is an actual or probable situation where a person is considered by either the Police Rescue Coordinator or the Ambulance Service of NSW Communication Centre Manager to require urgent medical assistance but they cannot be readily accessed due to some form of physical barrier or incorporated security system.
A medical access emergency is different from a ‘concern for welfare’, as defined by the NSW Police. Concern for welfare incidents are dealt with by Police and the NSWFB will generally not be requested to attend.
A medical access emergency is principally intended to assist Ambulance officers to access a person who is considered by the Ambulance Service or Police Rescue Coordinator as being at risk of further serious injury or death if medical assistance is not provided quickly.
In all cases where a medical access emergency situation is identified, the Police Rescue Coordinator must be immediately notified. Only the Police Rescue Coordinator has the authority to activate a medical access emergency.
When the NSW Police Rescue Coordinator is notified of the occurrence of a medical access emergency, the protocol in place for coordinating a rescue is applied. This entails the response of the accredited rescue unit for the particular location. Additionally, the closest non-accredited NSWFB appliance will be responded if the incident is within or adjoining a NSWFB Fire District. To avoid unnecessary response to concern for welfare incidents, Communication Centres (ComCens) will confirm the need for any NSWFB response with the Police Rescue Coordinator prior to dispatch.
All efforts are to be made to access the location without damage to property, including investigating alternative access arrangements or contacting after hours personnel who can over-ride security access systems. Station Commanders should also make use of security keys held at their station to gain access to premises with monitored automatic fire alarms.
In the event that the Ambulance Service of NSW request that immediate entry be made, this request is to be actioned.
In the event that Ambulance officers are not present, immediate first aid should be undertaken. Additionally, the relevant ComCen should be contacted confirming the condition of the patient, the location, and that access has been gained pending the arrival of the Ambulance.
If access is gained prior to the arrival of the responding accredited rescue unit, the Incident Controller on scene will immediately inform the ComCen, which will immediately notify the NSW Police Rescue Coordinator.
Any damage incurred in the course of rescuing any person from medical access emergencies is covered by the Strata Scheme and/or the resident’s insurance, as per Section 62A of the State Emergency and Rescue Management Act.

This instruction rescinds In Orders 1991/14, Revised chemical incident Hazmat Action
Guide Forms.
The AFAC Hazmat Working Group has revised the Hazmat Action Guide (HAG) form. The revised form is yellow in colour and is available in pads of 25.
The revised HAG form will become operational throughout Australia on 1 January 2006.
Pads will be issued before the commencement date. The pads are to be kept on all operational vehicles, eg pumpers, rescue vehicles, Operational Commander’s vehicles and BA/Hazmat vehicles.
Note: On
1 January 2006 all copies of the old HAG forms are to be withdrawn from service
and destroyed.
The Hazmat
Action Guide pads have been included in the Corporate Stationery
Contract. Replacement stocks can be obtained from SALMAT using the information
provided below. All stations are to make note of the details listed below and
include the information in their Supply Catalogue.
