The requirement and use of electrical jumper leads as standard inventory items on appliances has been reviewed and firefighters are no longer to use jumper leads to start appliances.
Modern appliances are now 24 volt and are fitted with state of the art electronic equipment. Incorrectly jump starting or using these appliances to jump start other 24/12 volt vehicles may result in damage to electrical circuits even though anti-zap jumper leads are used.
The majority of stations have been equipped with battery chargers to maintain appliance batteries. As stations receive new appliances, battery chargers are provided. Appliances are now fitted with high output or twin alternators to maintain the batteries and electrical system.
Anderson plugs are being fitted to appliances to avoid injury due to battery explosions and/or short circuits when jump starting. NSWFB maintenance personnel and maintenance contractors will have specifically set up jumper leads that will enable them to jump start appliances from their equipment if necessary.
All jumper leads are to be removed from appliances. The Fleet Operations Officer and Fleet Area Managers will be contacting stations to organise collection of jumper leads in the future. If appliances fail to start the normal reporting mechanisms apply as per In Orders 2003/20 Inspection and Testing of Fire Appliances .

This instruction amends In Orders 2004/14, Basic Life Support training, Section 6, Training program .
All firefighters are required to maintain their Basic Life Support (BLS) skills by undertaking the relevant station training program topics every six months in accordance with all group A topics.
Firefighters who were trained in Basic Life Support (BLS) before 1 July 2004 are required to complete Station Training Program topics A3.1 and A3.2.
Firefighters who have been trained in BLS since 1 July 2004 are required to complete Station Training Program topic A3.3 which supports the updated resuscitation equipment.
The Station Training Program topic A3.3 is aligned with the BLS training program which has been delivered since 1 July 2004.
The training is delivered using a training kit that includes a DVD which leads participants through the training session in sections. Each section explains and demonstrates BLS knowledge and skills. Some sessions require demonstrations to be re-enacted by the participants using materials from the training kit.
On completion of Station Training Program topics A3.1 and A3.2 or A3.3, Station Commanders are to ensure the appropriate entries are made in training logbooks.
Each Zone will be provided with a BLS zone training kit. The kit contains:

a DVD, First Aid Refresher A3.3
a DVD remote control
AV leads (to connect DVD to television set)
a Resus Anni manikin
an adult Bag Valve Mask (BVM) with bacterial filter and resus mask
a child BVM with bacterial filter and resus mask

a Zoll AED Training Unit
Note: T his training AED cannot be used as an operational AED and must not be confused with the AED on the station appliance.
The BLS zone training kit is held at the Zone Office for Station Commanders to request when training falls due.
The training kit inventory must be checked when the kit arrives at the station and before it leaves the station.

This rescinds In Order 2003/18 Changes to training and assessment program .
By agreement between the Department and the FBEU , Clause 13 of the Crown Employees (NSW Fire Brigades Firefighting Staff) Award 2005 will be amended to give effect to revised requirements for progression and promotion between the ranks Recruit Firefighter and Qualified Firefighter. The amended sub-clauses will read as follows:
Clause 13 - PROGRESSION AND PROMOTION PROVISIONS
Recruit Firefighter to Firefighter Level 1
13.3 Recruit Firefighters shall be on probation until they have progressed to Firefighter Level 1, or for a period of six months, whichever is the lesser. Progression from Recruit Firefighter to Firefighter Level 1 shall be subject to the satisfactory completion of Certificate 3 Public Safety (Firefighting and Emergency Operations) undertaken at the NSW Fire Brigades Training College.
Firefighter Level 1 to Firefighter Level 2
13.4 Progression to Firefighter Level 2 shall be subject to twenty four (24) months service from the date of commencement as a Recruit Firefighter and to the satisfactory completion of the training and/or training competencies specified, by the Commissioner on the advice of the Training Review Committee, for progression to Firefighter Level 2.
Firefighter Level 2 to Qualified Firefighter
13.5 Progression to Qualified Firefighter shall be subject to thirty six (36) months service from the date of commencement as a Recruit Firefighter and to the satisfactory completion of the training and/or training competencies specified, by the Commissioner on the advice of the Training Review Committee, for progression to Qualified Firefighter.
Qualified Firefighter to Senior Firefighter
13.7 Progression from Qualified Firefighter to Senior Firefighter shall be subject to a minimum of seventy two (72) months service from the date of commencement as a Recruit Firefighter and to the satisfactory completion of the training and/or training competencies specified, by the Commissioner on the advice of the Training Review Committee, for progression to Senior Firefighter.
Effective on and from 3 March 2006, employees will therefore be reclassified as

The 2006 Inspectors Promotional Program (IPP) pre entry test will be conducted over two days on Monday 6 and Tuesday 7 February 2006. The subjects of Administration, Technical and Incident Management will be examined on Monday 6 February and Leadership/Management (Charles Sturt University) will be examined on Tuesday 7 February 2006.
Entry to the IPP will be in accordance with Clause 13.11 of the Crown Employees (NSW Fire Brigades Firefighting Staff) Award 2005 .
Sixteen positions will be available on the 2006 IPP. Fourteen of these will come from the Pre Entry Test and two will be Country Inspector positions. Selection of all candidates will be determined by order of merit based on pre entry test marks.
Note: Country Inspector positions are subject to the provisions of the Guidelines for the allocation of unfilled Country Station Officer and Inspector positions , published in In Order 2003/8.
The pre entry test is divided into three categories and is weighted accordingly to provide the total pre entry test score of 100% as follows:
Administration and Technical subjects 40%
Incident Management 30%
Leadership/Management (Charles Sturt) 30%
Candidates will be eligible to elect to carry over their marks on one occasion only, if the time frame from one pre entry test to the next pre entry test is twelve months or less. Election to carry over marks is only from one Pre Entry Test to the following Pre Entry Test. Candidates who are eligible must complete the Election to carry over pre entry test marks form. This form must be returned to the Professional Development Unit no later than seven days prior to any pre entry test being conducted.
Station Officers who qualify to sit this pre entry test and have submitted an application which has been officially acknowledged are eligible to attend one of the Information Forums held to assist candidates in their preparation for the pre entry test. Details of these Information Forums will be mailed to candidates who have submitted and received acknowledgement of their application. These sessions will be available on video for the benefit of country candidates who are unable to attend due to their geographical location.

must hold the rank of Station Officer Level 2 as of Monday 6 February 2006 and
comply with Sub Clause 14.8 in Clause 14. An Officer performing the duties of
an operational support position must complete the form titled Operational
Support Service Record and submit with their application.
